Les enjeux du principe de non-rétroactivité
Je signale avec un peu de retard, un colloque qui se déroule ce soir à la maison du Barreau, qui est organisé par l'association Droit et Démocratie, et auquel j'ai été convié à parler. Je vous incite à y venir nombreux.
En voici le programme :
L’association Droit et Démocratie, organise le 20 juin 2008, à 18H 45, à la Maison du Barreau, 4 rue de Harlay (Place Dauphine, derrière le Palais de Justice), un colloque sur le thème: “rétention de sûreté et droits de l’homme: la non-rétroactivité des lois face aux droits des victimes”.
Le programme est le suivant.
・ Présentation, M. Jacques Ribs, Président de l’association
・ Introduction, M. Robert Badinter, Sénateur, ancien Président du Conseil Constitutionnel
・ “Idéologie victimaire et droits fondamentaux”, par M. Denis Salas, Magistrat, secrétaire général de l’association pour l’histoire de la justice
・ “La non-rétroactivité des lois pénales et les lois fondamentales”, par M. Frédéric Rolin, Professeur de droit public à l’Université de Paris X-Nanterre
・ “Histoire du principe de non-rétroactivité des lois”, par M. Jean-François Chassaing, Maître de Conférences d’Histoire du droit à la même Université
・ “La non-rétroactivité? Quel sens?” par M. Alain Cugno, Professeur de philosophie, vice-président de la Farapej.
・ Conclusion , Serge Portelli, Vice-Président du Tribunal de Paris.
Je dois, à mes lecteurs, confesser un secret : je vais m'écarter de l'intitulé qui m'a été proposé mais chut, les organisateurs n'en savent encore rien...
